The quote refers to freedom.The author is making an inference that a persons feelings and desires to live his own life is suppressed. For anyone who has been capped they do not have a choice to live a life of their own. Though are may be endowed with good attributes to live a life meaningfully. Capping destroyed it for capped persons are merely reduced to robots or slaves living on instructions from the tripods .They are unable to make any choices. Chapter 6 gives an account of the three people stay in the castle. Although life is comfortable. Will,Henry and Bean Pole had not backed away from the ridges of escaping. The Tripods capped everybody in the hierarchy system. They capped common people and also those who have the power. By capping people who have power, they command orders to these people who in turn commands to the common people. All commands are passed through the mental mesh of the cap. Will is comfortable with Comte, Comtesses and Eloise but frustrated with them being capped.
